On 2 September 2026, in Chisinau, at the Trade Unions House, the National Trade Union Confederation of Moldova (CNSM) and the Federation of Trade Unions of Kyrgyzstan (FTUK) signed a Cooperation Agreement between the two trade union organizations, valid for the period 2026–2031. The document was signed on behalf of CNSM by its President, Igor Zubcu, and on behalf of FTUK by its President, Muradil Dzhumadilde uulu. Members of the CNSM Confederal Committee also attended the event.

Under the provisions of the Agreement, the parties intend to join their efforts and coordinate their actions to develop and strengthen the trade union movement, assuming responsibility for contributing to the creation of the economic, social and legal conditions necessary for the lives and activities of trade union members in both countries.

Igor Zubcu, President of CNSM and, at the same time, President of PERC, emphasized that the signing of the Cooperation Agreement represented a historic moment for the trade union movements of the two countries, as well as an important step towards strengthening cooperation between the two organizations and expanding trade union dialogue at the regional level. “This Agreement is not merely a formal document, but a concrete commitment to jointly support and defend the rights and interests of workers in Moldova and Kyrgyzstan,” said Igor Zubcu.

For his part, Muradil Dzhumadilde uulu, President of FTUK, emphasized the importance of international trade union solidarity in the context of current challenges facing the labour market, as well as the need for a continuous exchange of experience and good practices between the two organizations. “Cooperation between FTUK and CNSM opens up new opportunities for protecting the rights of migrant workers and strengthening the institutional capacities of trade unions in the region,” said the FTUK President.

The Agreement, structured into 14 articles, establishes a broad framework for bilateral cooperation, including:

  • developing trade union cooperation with full respect for the rights and interests of each party;
  • exchanging information on labour legislation, social protection and draft collective agreements;
  • cooperating in areas such as socio-economic and legal protection of workers, occupational safety and health, culture, sports and tourism, migration and employment, trade union training, activities of women’s and youth trade union structures, health and rehabilitation programmes, as well as social protection for children of trade union members;
  • organizing round tables, training sessions, seminars, conferences and other joint activities at national, regional and international levels;
  • mutually recognizing the validity of trade union membership cards in the territory of each party, for the purpose of providing legal protection to members travelling to or working in the other country;
  • providing mutual support in protecting trade union interests through online communication channels, including publications, information materials, magazines and newsletters.

During the event, the parties held a constructive dialogue on the activities of the trade union movements in the two countries, the challenges faced by trade unionists in Moldova and Kyrgyzstan, as well as possible ways of addressing them.

The signing of the Agreement reaffirmed CNSM’s commitment to developing international trade union cooperation in order to ensure more effective protection of the professional, social and economic rights and interests of trade union members.

It is worth noting that the Federation of Trade Unions of Kyrgyzstan, established in 1990, currently brings together more than 350,000 trade union members nationwide.
