On 26 February 2026, a new meeting of the Confederal Committee of the National Trade Union Confederation of Moldova (CNSM) was held at the House of Trade Unions. During the meeting, several issues were examined concerning the socio-economic protection of employees – trade union members, the strengthening of social dialogue, the assessment of implemented activities, and the establishment of priorities for 2026.
One of the main topics discussed concerned the approval of CNSM proposals regarding the fiscal and customs policy for 2027. In the context of the public consultation process initiated by the Ministry of Finance, CNSM developed an extensive set of amendments to the Tax Code aimed at protecting the population’s income and supporting employees.

The approved proposals will be submitted to the Ministry of Finance and the National Commission for Consultations and Collective Bargaining.
During the meeting, the activity of the Trade Union Labour Inspectorate for 2025 was also examined. According to the presented data, 164 visits were carried out to entities employing a total of 4,669 workers, and 3,652 violations of the legal framework were identified, most of them in the field of occupational safety and health. Trade union inspectors also participated in the investigation of workplace accidents, organized training seminars, and provided hundreds of specialized consultations.
For 2026, the Confederal Committee established the intensification of cooperation with sectoral trade union structures and the strengthening of measures to prevent occupational risks, including psychosocial risks.
Another important item on the agenda was the approval of the Action Plan for the implementation of the campaign to map the unionization potential, “Together – Shield and Voice!”, an initiative aimed at increasing the rate of unionization and actively engaging employees in defending their rights.
At the same time, the Confederal Committee declared 2026 as the Year of Cultural Workers (public sector) and the Year of Workers in the Banking and Insurance Sectors (real sector), in recognition of the contribution of these professional categories and the need to improve their working conditions and social protection.
Those present also analyzed the activity of CNSM representatives in the regions during 2025. According to previously presented information, throughout the year, with the support and financial contribution of CNSM and external partners, 53 activities were carried out, involving more than 2,344 trade union leaders and members from across the country. The target groups were diverse, including trade union leaders from organizations and enterprises, trade union members, and social partners, thus contributing to increased engagement and awareness within trade union collectives nationwide.
The Confederal Committee of CNSM took note of the results of the implementation in 2025 of the educational projects “First Aid in Employee Protection and Safety,” through which more than 2,500 employees were trained in occupational safety and health, strengthening their emergency response competencies. The project will continue in 2026 and has been included in the educational offer of the Labour Institute, with the active involvement of national and sectoral trade union centers in organizing training sessions at the level of grassroots trade union organizations.
We recall that the Confederal Committee is the governing body of CNSM between the meetings of the General Council. The Confederal Committee defines the Confederation’s positions on current national and international trade union issues and implements the resolutions and decisions of the Congress and the General Council.
