The General Council of the National Trade Union Confederation of Moldova (CNSM), convened on Friday, May 22, 2026, at the Labour Institute, examined the main challenges on the agenda of the trade union movement and established the priorities for the upcoming period, with a focus on strengthening social dialogue, defending employees’ rights, and reinforcing trade union unity.
Opening the meeting, CNSM President Igor Zubcu presented the Confederation’s achievements and strategic directions in the context of labour market changes, the European integration process, and the need to modernize the trade union movement.
The trade union leader emphasized that trade unions continue to be an essential actor in promoting decent work, social equity, and effective social dialogue, highlighting the importance of solidarity and the active involvement of trade union members. He also stressed the need to attract young people to the trade union movement and to develop international cooperation.
“The future of the trade union movement depends on our ability to adapt to change, to innovate, and to remain close to people,” Igor Zubcu stated.
Among the most important achievements of CNSM in the recent period, the following were highlighted: the implementation of the provisions of ILO Convention No. 190 on combating violence and harassment in the world of work; the harmonization of the labour inspection regulatory framework with international standards; the establishment, starting January 1, 2026, of the national minimum wage at 6,300 lei; as well as the improvement of conditions for labour veterans, who will be able to benefit from balneary and sanatorium treatment once every three years.
During the meeting, the priority objectives of CNSM for the upcoming period were also presented. These include promoting a minimum wage of at least 50% of the average wage in the economy, extending collective bargaining coverage to 80% of employees, improving wage legislation and the public pension system, as well as preventing the liberalization of labour legislation to the detriment of employees’ rights.
CNSM will also continue its efforts to sanction cases of anti-union interference, ratify ILO Convention No. 156 concerning equal opportunities for workers with family responsibilities, carry out the trade unionization campaign “Together – Shield and Voice!”, and further develop trade union training activities.
In his address to participants, Igor Zubcu expressed appreciation for the professionalism and commitment of trade union activists in defending workers’ rights, while also calling for solidarity and unity in the face of current challenges.
During the meeting, the members of the General Council adopted decisions regarding changes to the nominal composition of the CNSM General Council and the convening of the 5th CNSM Congress, scheduled for June 3, 2027. Organizational matters concerning the Confederation’s activities and the priorities of the trade union movement for the upcoming period were also discussed.
It should be recalled that the CNSM General Council is the governing body between Congresses and carries out its activity based on its own Regulations. The CNSM General Council determines trade union policies for implementing the Strategy and Action Programme established by the Congress.
